If property has OC does it ensure facilities?

My builder told me that the property has got OC, so does OC ensures facility like water supply from PMC, door to door garbage collection like in city area will be there or howz it?

Madam, OC means, adherence to the building sanction plan approved by PMC and no-violation from the same.
