Yes, Normally these authorities issue commencement certificate / work order. And if there is no deviation & if there is no dues payable towards authorities & also if all required NOCs obtained (wherever applicable & and it shall be 100% development completed) and then Panchayath shall issue OC by communicating to approval authority.
