I am buying a resale flat, i want to know if registration of the sale agreement mandatory or not.

No, it is not a must to get the Sale Agreement Registered in Bangalore. However, it is always a good idea to do so. For the simple reason that once the Sale Agreement is registered in the Sub-Registrar office, an entry of it will be reflected in an Encumbrance Certificate. This will make it difficult for the seller to get into an understanding with multiple buyers.

Thanks, Venkat. There are two ways to execute a sale agreement. One is franking and the other is registration. Franking can be done in subregistrar's office and does not require your presence. Today most nationalized banks like SBI, HDFC etc. require only franked sale agreement to process loans.
